YMCA Queensland Youth Parliament Terms and Conditions For Website Use

 

1. General

By using YMCA of Brisbane’s web sites, you agree to be bound by these terms of use and also to the provisions of our Privacy Policy which can be viewed at http://www.brisbaneymca.org/privacy.pdf or a hard copy may be obtained from any YMCA of Brisbane centre or branch. YMCA of Brisbane reserves the right to modify this web site and the terms and conditions governing its use, at any time. Modifications will be posted on the web site and users are deemed to be apprised of and bound by any changes to the web site.

 

If any provision of these terms is found to be invalid or unenforceable by a court of law, such invalidity or unenforceability will not affect the remainder of the terms of use which will continue in full force and effect. YMCA Queensland Youth Parliament Privacy Policy 

 

1. Introduction

We understand that the privacy of your personal details, and the security of your transactions with us, is of paramount importance to you. YMCA of Brisbane has therefore adopted data protection policies with respect to your privacy and security. YMCA of Brisbane's Privacy Policy sets out the rules we will abide by when dealing with personal information we collect from individuals in the course of our business. We have based our policy upon the Internet Industry of Australia's (IIA) draft Privacy Code of Practice, which adopts internationally recognised Privacy protection standards (such as the 'Safe Harbour' principles required by most European countries). This Policy and YMCA of Brisbane comply with the requirements of the Privacy Act 1988 (Cth).

1.2 We may make alterations or additions to this policy from time to time. Should we do so, we will update the policy on our web site. 1.3 Please note that we cannot and do not assume any responsibility for the privacy or security practices of any other web site which you may be able to access through our site, or for our customers' level of compliance with our code.

2. What Information Do We Collect?

YMCA of Brisbane collects different information about you at different times. There are three broad categories of information that we collect:

 

2.1 Information we require to supply our services.

(a) When you first sign up as a member, or as a parent or guardian of a child, or contract with YMCA of Brisbane for our services, or when you make an inquiry about our services, we request information such as your name, address, telephone number, email details of your primary and secondary contacts, credit card details (if you are paying online). We may also ask for your age and gender or health information if that is necessary to provide our service to you.

(b) We may also monitor and/or record telephone conversations with you from time to time in order to train staff and to improve our service to you.

2.2 Non-personally identifying information. In addition to holding the types of information specified in 2.1 (a) and (b) above, YMCA of Brisbane operates statistical data-gathering software on its web site, collecting information about the number of visitors coming to the site. No identifying information is collected by this software. The software records the Internet Protocol (IP) address of the visitor only. We use this information to improve our own technical structure and performance, and to determine which areas of our web sites are most popular. We also use 'cookies'. Cookies are pieces of information that a web site can transfer to an individual's computer in order to allow that web site to store information about user preferences. We use cookies which expire once the visitor leaves our web site. Cookies are used to collect session identification. It is possible to adjust your internet browser to refuse cookies, but you may find that this reduces the functionality of the site.

2.3 Other demographic information. If you respond voluntarily to our surveys or other interactive communications, we collect the responses and use the information to improve the quality and range of YMCA of Brisbane's products and services.

 

 

3. How Do We Use Personal Information We Have Collected?

 

3.1 We collect and use your personal information to operate our web site and deliver our services to you. We will use your personal information to provide you with:

· Program information updates

· News & Events notification

· Sending of invoices or statements

· Sale of goods and services

3.2 You may stop the delivery of future promotional email from YMCA of Brisbane by following the specific instructions in the email you receive. These instructions will tell you how to remove your name from our promotional email list.

3.3 We may use your personal information to:

(a) contact you in relation to upgrading your use of our services, special offers (from us, or on behalf of third parties), with newsletters, surveys and individual service audits. We may give extracts of our customer lists containing personal information to third party contractors to do this on our behalf.

We will ensure that those contractors are bound to protect your personal information to the same standard that we are.

(b) identify the source of new customers to YMCA of Brisbane.;

(c) monitor and address complaints, other feedback, and to resolve disputes;

(d) in the case of credit cards, to bill you for services;

(e) in the case of Australian Business Numbers (ABNs), to verify your identity;

(f) maintain a technical and account history of your dealings with us, and to re-establish your account with us where you rejoin as a customer within six months of having terminated your account;

(g) monitor your compliance with our Acceptable Use Policy and other terms and conditions of supply;

3.4 We will treat all information we collect from you as strictly confidential. YMCA of Brisbane does not rent or lease its customer lists to third parties. We will not reveal, disclose, sell, distribute, rent, license, share or pass onto any third party (other than those who are contracted or supply services to YMCA of Brisbane) any personal information that you may have provided to us unless we have your express consent to do so, other than in the circumstances set out in the next paragraph.

3.5 We will disclose your personal information, without notice or your consent, only if:

(a) we are required to do so by law or in the good faith belief that such action is necessary to conform with the laws, applicable code of conduct or legal process served on us in relation to our business or web site;

(b) to protect and defend the rights or property of YMCA of Brisbane.;

(c) if we consider it necessary to do so in order to enforce or apply the terms of any of our agreements with you;

(d) if we sell our business or part of it; and

(e) in extreme circumstances, to protect the personal safety of users of YMCA of Brisbane, its web site, our staff or the public.

 

 

4. Security

 

4.1 YMCA of Brisbane has implemented security features in our database to protect your personal information from unauthorised access. We maintain our servers in a controlled, secured environment. Only staff who need to have access to your personal information in order to perform their job function are authorised to access the database. Constant changes to the internet and technology mean that we cannot guarantee that data transmission will be 100% secure, or safe from attack by unauthorised intruders.

4.2 If you do not wish to provide your credit card details over the internet when joining YMCA of Brisbane you may contact the centre or program manager in question for alternative methods of payment.

 

 

5. Other Disclosure By You

 

5.1 You might provide personal information through your participation in chat sessions, message boards, email exchanges or newsgroups accessed via our web sites, or another service provided by YMCA of Brisbane. This information is public and immediately available to anyone who has access to such a site; it is not private. YMCA of Brisbane. urges you to enter only information that you are comfortable to share with the public at large in this public domain. This Privacy Policy does not apply to such information.

5.2 You should never reveal your password to third parties. If you lose control of your password, you may lose control over your personal information and may be liable for actions taken on your behalf by third parties using your password and/or personal information. Therefore, if your password has been compromised for any reason, you should immediately change it.

5.3 If you collect personal information which you keep on servers provided by YMCA of Brisbane. as part of our service to you (including email), you alone are responsible for compliance with the Privacy Act 1988 (Cth) in respect of that information. We take no responsibility for your dealings with personal information you collect.

 

 

6. How To Access & Correct Your Personal Information

 

If you contact us via telephone, you will need to answer a few security questions to properly establish your identity before any personal information is revealed or amended.

 

 

7. Children's Privacy

 

YMCA of Brisbane does not knowingly collect, use or market any information to children without seeking parental or a guardian's consent. We also urge you to familiarise yourself with your legal responsibilities with regard to children and the internet.

 

 

8. Complaints

If we cannot resolve the complaint to your satisfaction within a reasonable time, you or we may refer the complaint to the Privacy Commissioner.

   

YMCA Queensland Youth Parliament Travel Reimbursement Policy 2013

To assist with the participation of remote and regional participants in the YMCA Queensland Youth Parliament Program, partial travel reimbursements are made available to youth members who are travelling from regional Queensland to Brisbane for the Forum and Residential components of the program. Reimbursement will only be made once Youth Members have tried to generate sponsorship to cover their travel cost, but have been unsuccessful.

Youth Members will be eligible for differing reimbursement amounts depending on their level of remoteness. Youth Members living in the following Local Government Areas (LGA’s) as well as Youth Members that reside at college campuses in the below LGA’s during their tertiary studies, will not be eligible for travel reimbursement.

·        Ipswich City Council

·        Logan City Council

·        Redland Bay City Council

·        Moreton Bay Regional Council

·        Gold Coast City Council

·        Sunshine Coast Regional Council

·        Lockyer Valley Regional Council

·        Somerset Regional Council

·        Toowoomba Regional Council

·        Gympie Regional Council

·        Fraser Coast Regional Council


Tier 1: Youth Members living in the electorates of Cook, Mt Isa and Dalrymple are eligible for Tier 1 travel reimbursement of a maximum of $320.

Tier 2: All other Youth Members living in electorates not in tier 1 and that do not fall into the above LGA’s are eligible for Tier 2 travel reimbursement of a maximum of $220.

 

How do I apply for reimbursement?

You should apply in writing (email is acceptable) to the coordinator, Helen Lane with documentation attached (flight itineraries, receipts etc). Applications will be assessed on a number or criteria, including remoteness, distance of travel, effort to seek sponsorship as well as personal circumstances. Reimbursements may be increased at the discretion of the coordinator.

The State Council of the YMCAs of Queensland Inc. is dedicated to providing opportunities for all people to grow in body, mind and spirit, with a strong emphasis upon improving the lives of youth in necessitous circumstances.  To ensure that the achievement of this goal is not diminished, the YMCA will attempt to ensure that no person is turned away from our programs due to an inability (not unwillingness) to pay. If you are experiencing financial hardship please contact the Youth Parliament Coordinator, Helen Lane, to discuss your situation is strict confidence.

The maximum reimbursement amount can be provided to regional Youth Members who arrange their transport (i.e. book their airfares etc) by the following dates, please feel free to contact the Youth Parliament Admin team to assist you with this.

·        Due date for maximum reimbursement (Forum): Saturday 16th March 2013

·        Due date for maximum reimbursement (Residential): Friday 31st August 2013

 

Regional Youth Members may still apply for a maximum of $150.00 travel reimbursement after these due dates.  

Note: Regional Youth Members who fail to pay the participation fee by 31 August 2013 will not be eligible for Residential travel reimbursements.

   

YMCA Queensland Youth Parliament Risk Management Policy

 

This page contains links to a number of specific policies and gives additional information about how the YMCA Queensland Youth Parliament Executive and the YMCA seek to manage risks associated with the program. Don’t worry, there are no obvious dangers in regard to participating in the program but it is important that the Executive consider and document any potential risks and list policies that we have in place to overcome them. These policies reflect the extensive risk management strategies we have in place and those published are the policies most likely to directly affect Youth Members.

 


 

YMCA Queensland Youth Parliament Policies (which specifically apply to YMCA QYP):

 

Consent Form Policy

This policy applies to activities conducted within the YMCA Queensland Youth Parliament program which involve appointed Youth Members.

 

Signed consent is required from Youth Members for participation in the program as a whole. This consent covers limited disclosure of personal information, storage and use of the Youth Member’s name and image for promotional purposes, participation in events and other matters documented on the form. Parent/Guardian signature is required for all Youth Members aged under 18 years. For future reference, records of consent will be held on file. Should consent be required but not received on time, the following procedure will be enacted:

Ø  Attempts to gain written consent will be repeated

Ø  Verbal consent will be accepted if necessary but written consent must be obtained retrospectively

Ø  If no consent can be gathered, participation in events requiring consent will not be permitted.

 

Sponsorship Policy

This policy applies to sponsorship of individual Youth Members to cover their participant fee or any other costs required to participate in the program.

Specifically;

Ø  Applicants should not seek sponsorship prior to acceptance to the program.

Ø  Sponsorship prior to acceptance does not guarantee selection as a Youth Member nor is it considered part of the selection process

Ø  Ample assistance with finding sponsorship will be provided after Youth Members are appointed

Ø  Sponsorship and what it entails is a contract between the sponsor and the individual who receives the assistance.

 

Transportation In Private Vehicles

 

On certain occasions during the program, participants may be required to travel in a privately owned vehicle driven by a member of the Youth Parliament Executive. It is acknowledged that this practice is not ideal but it is practically necessary.

 

Examples of circumstances in which this is necessary include:

Ø  Collection of participants from the airport prior to the Forum

Ø  Dropping participants at the train station at the end of Residential

Ø  Transporting a participant suffering travel sickness to Parliament House from Camp

 

Except in extraordinary circumstances, all travel during residential is via chartered bus. Due to smaller numbers and varied arrival times, this is not an option for collection/drop off just prior to/just following program events. The executive will not collect or deposit Youth Members outside of these times unless specific private arrangements have been made.

 

In order to minimise the risks of travel in private vehicles, the program has a number of safeguards in place:

Ø  Photocopies of Executive Drivers’ Licenses are kept on file

Ø  Written assurance is given by the owner of the vehicles in use that they are regularly serviced and in good condition

Ø  All drivers travel via prearranged routes and drive safely

Ø  At no time will only one participant and one Executive member be driving in an Executive driven car. The rule of three (One Participant + Two Executive / Two Participants + One Executive) applies at all times

Ø  Written permission is given by the Chief Executive Officer of the YMCA Brisbane for private transportation to be used
